EU Electrical Steel Quota Exhausted: Coil Supplier Guide
Europe’s fourth-quarter safeguard window barely opened before it shut. According to European Commission data compiled by SteelOrbis, import quotas covering Turkey, China, India, Australia, Taiwan, North Macedonia and “other countries” were already exceeded within the first five days of the allocation period running from 1 October to 31 December, while more than 70% of the volume under several other country allocations had been drawn (SteelOrbis, 6 October).
For anyone building transformers, switchgear or traction motors, the line that matters is electrical sheet. China’s allocation under category 3B — electrical sheet — stood at 11,837 mt and was exceeded, with 41,793 mt of material waiting at EU ports for customs clearance (European Commission data via SteelOrbis, 6 October). Under the revised measures that took effect on 1 July 2026, the out-of-quota duty doubled from 25% to 50% ad valorem and tariff-free volumes were cut to roughly 18.3 million tonnes a year (EUROFER, 14 April 2026). A CRGO electrical steel order that misses the window does not simply arrive late. It arrives carrying a duty that changes the project arithmetic.
What actually closed, and what is still moving
Category 1A, which covers hot rolled coil (HRC), saw its “Other Countries” quota exhausted on 6 October; Australia was depleted and Indonesia held just 1% of its balance at 336.30 mt. Turkey’s country-specific HRC quota of 160,573 mt was used up, with 378,822 mt of tonnage waiting for customs clearance (S&P Global and European Commission data via EUROMETAL and SteelOrbis, 6–9 October).
On the coated side, category 4A metallic coated sheet quotas were exhausted for “Other Countries” (33,339 mt), Japan (2,874 mt), Taiwan (33,783 mt) and Turkey (68,925 mt), while South Africa sat at 1% of its 3,150 mt allowance; China’s 45,749 mt allocation under category 4B was fully drawn. Quarto plate quotas were depleted for “Other Countries” (18,830 mt), Turkey (7,008 mt) and India (52,710 mt) (S&P Global via EUROMETAL, 8 October).
Price gives no comfort. Platts assessed domestic hot rolled coil in Northern Europe at €745/mt ex-works Ruhr on 6 October, up €15/mt month on month, against imported HRC at €595/mt CIF Antwerp and €590/mt CIF South Europe. Producers expect firmer prices than distributors do: the October sentiment reading was 75 points for producers against 62.5 for traders, stockholders and service centres, with the overall price index easing to 68.75 from 87.50 (S&P Global via EUROMETAL, 9 October). Downstream buyers, the same survey notes, are still consuming older imported material ahead of more recently purchased domestic coil.
Carbon cost is moving the same way. The CBAM certificate price for the third quarter of 2026 was set at €82.32/t, up €7.04 on the previous quarter (Kallanish via EUROMETAL). Policy is unlikely to loosen: on 9 October a coalition of 44 European industry organisations including EUROFER urged member states to strengthen trade defence measures, citing the EU’s goods trade deficit with China of about €359.8 billion in 2025 (SteelOrbis, 9 October).
What to buy: matching grade to application
For a steel coil supplier, the useful answer to a quota squeeze is a specification that can be met, certified and cleared. Nanjing Tiange Metal Trading supplies electrical steel in both families:
- CRGO electrical steel — cold rolled grain oriented material for power and distribution transformer cores, commonly supplied in conventional grain-oriented grades for lamination stamping and wound-core work. See the electrical steel category and the CRGO electrical steel lamination page for thickness range, subject to mill availability.
- CRNGO electrical steel — non-oriented silicon steel for motors, generators and medium-to-high frequency duty, including new energy vehicle drives; the lamination route is covered by the EI non-oriented silicon steel lamination line.
Where the application is structural or weather-exposed rather than magnetic, the same calendar logic applies to the adjacent lines: cold rolled steel sheet and coil and cold rolled steel coil for enclosures and cabinets; galvanized steel coil and galvanized coil for housings and outdoor structures; hot rolled coil and sheet and medium and heavy plate for frames and tankage; and steel plate cutting parts, where plate cut to drawing removes a fabrication step buyers often cannot absorb late in a quarter.
An exporter’s view: book on the calendar, not on the price
Three practical judgements from our delivery and inspection work.
Quota is a calendar instrument, not a price instrument. EU safeguard quotas are allocated and refreshed by quarter, so tonnage that cannot clear before 31 December is a Q1 conversation, not a discount conversation. Plan backwards from the quota window and the shipping cut-off rather than forwards from the offer, and confirm live allocation status with your customs broker before committing.
Specify to the design, not to the catalogue top end. Not every core needs the lowest-loss grade in the family. For transformer and motor work, state the loss and thickness the design requires and the lamination method, then let the mill confirm what it can roll. Everything we quote is a commonly supplied item and remains subject to mill availability.
Build the fallback into the file. Western capacity announcements such as Cleveland-Cliffs showcasing its GOES expansion at Butler Works (SteelOrbis, 7 October) point to deeper domestic supply in the highest grade segment over time, not to fourth-quarter tonnage. On the demand side, EUROFER expects EU automotive output to fall 0.9% in 2026 with recovery delayed until 2027 (SteelOrbis, 8 October), which softens motor-grade demand even as grid and transformer programmes hold. A file that already documents a qualified alternative source, mill test certificates with heat numbers and a clear inspection standard will move faster when a window reopens.
