EU Steel Quota Crunch: What Coil Buyers Must Document
Something changed in the European flat steel market in early October, and it was not the price. It was access. Within five days of the new quota period opening on 1 October, Turkey had used up its 160,573 mt hot rolled coil (HRC) allocation with 378,822 mt still awaiting customs clearance, and China had exhausted 11,837 mt of electrical sheet (3B) quota with 41,793 mt queued at EU ports (SteelOrbis, 5 October 2026).
The tonnage that failed to clear is several times the tonnage that did. For any steel coil supplier shipping into Europe this quarter, the binding constraint is documentation and quota timing, not mill capacity.
The problem: quotas closed before the metal landed
The EU steel regulation that replaced the safeguard on 1 July 2026 caps duty-free access at 18.3 million tonnes a year, lifts the out-of-quota duty from 25% to 50%, and cuts quota volumes by up to 90% depending on product category (European Commission; SteelOrbis, 24 June 2026). Since 1 October the “melt and pour” requirement applies too: the declaration must state where the steel was melted and poured, not merely where it was rolled. Where that evidence is incomplete, the consignment can be assessed as out of quota — at 50%.
CBAM scope is being settled on 20 October
On the carbon side, the trilogue on extending CBAM to downstream products is set for 20 October. EUROMETAL and 19 other industry associations, with industriAll European Trade Union, have urged the broadest extension to downstream goods (EUROMETAL, 14 October 2026). Carbon cost is migrating from the mill towards the finished part.
Demand will not absorb the tightness
None of this is happening in a strong market. Eurostat reported euro area industrial production down 0.5% month on month in August and 1.1% year on year (SteelOrbis, 16 October 2026). worldsteel expects German apparent consumption to rise from 29.2 million mt in 2025 to 30.3 million mt in 2026 and 32.1 million mt in 2027 — but WV Stahl stresses this is recovery from historically low levels, not a structural upturn (SteelOrbis, 15 October 2026).
Supply is not short. China exported 85.641 million mt of finished steel in January–September, down 2.6% year on year, while mills held 16.97 million mt of finished inventory on 10 October, up 8.4% from 30 September (GACC and CISA via SteelOrbis, 14 and 16 October 2026). Quota-constrained access, inventory-heavy Asian supply and flat European consumption reward buyers who fix specification early — and penalise those negotiating on headline steel coil price.
What to buy, and against which specification
Coil: HRC, cold rolled and coated
Hot rolled coil (HRC) is where quota exhaustion is most visible: it is the highest-volume flat product and the feedstock for cold rolling, coating and tube-making. We commonly supply HRC in structural and forming grades such as SS400, Q235B and SAE1006-type chemistries, subject to mill availability; the range sits on our hot rolled steel sheet and coil page.
Where tighter tolerance and formability matter — white goods, switchgear enclosures, precision stamping — cold rolled steel coil carries the requirement, commonly supplied in DC01, SPCC or DC04 against a named thickness and tolerance. See the cold rolled steel sheet and coil range and our carbon steel product page.
For corrosion resistance, galvanized steel coil with a stated zinc coating weight serves steel doors and windows, steel furniture and refrigeration housings; prepainted steel coil adds the colour system where the panel is the visible surface. Both sit in our galvanized product range and on the galvanized steel page, and should be enquired with coating mass and coil weight fixed.
Plate and cut parts
Medium and heavy steel plate is where documentation discipline separates a workable order from a stranded one: quarto plate quotas for Turkey, India and the residual pool were all exceeded in the opening days. Thickness, impact toughness and flatness decide whether a plate is usable; our general and medium plate range covers structural and low-alloy grades, commonly supplied subject to mill availability.
Where the drawing specifies a finished profile, steel plate cutting parts remove a fabrication step: CNC cutting, bevelling and drilling to drawing, including thick-section parts for energy equipment. See the steel plate cutting parts page and the cutting parts category.
Electrical steel: the tightest niche
CRGO electrical steel shows why quota timing beats price negotiation: China’s entire 11,837 mt electrical sheet allocation was gone within five days. A transformer core is designed around a defined grade, core loss and thickness; substituting later is expensive, and a programme that slips a quarter rarely recovers. We commonly supply grain-oriented material in 0.23, 0.27, 0.30 and 0.35 mm thicknesses, widths from 20 mm to 1250 mm, subject to mill availability — full attributes are on the CRGO electrical steel page and in the electrical steel category.
How we read it as a supplier
Book early, and book complete. A reservation without grade, thickness, coating mass and destination port is a placeholder that will be re-quoted at the next mill allocation. Orders that moved cleanly through the October opening carried full specifications lodged before the period turned.
Treat mill documents as part of the product. For EU-bound cargo the melt-and-pour declaration and mill test certificate are conditions of duty-free entry, not attachments to chase after the invoice. We source from Baosteel, Ansteel, Wuhan Iron & Steel and other established mills, and we reconcile heat number, grade and melt origin across the MTC, packing list and declaration before shipment.
As a China steel supplier to European fabricators and a steel plate supplier to heavy equipment builders, we see the same pattern in both product groups: buyers arriving with a complete specification and a fixed delivery window get served first.
Nanjing Tiange Metal Trading Co., Ltd. supplies cold rolled and hot rolled coil, galvanized and prepainted coil, medium and heavy plate, cutting parts and electrical steel to fabricators across Europe and North America.
