Steel Coil Supplier Guide: Flat EU Demand, Tight Supply
The week’s most important number was not a price but a downward revision. On 12 October the World Steel Association (worldsteel) cut its 2026 forecast for EU apparent steel use to a decline of 0.3% — a downgrade of 1.5 percentage points — and deferred the recovery to 2027, when it expects growth of 3.1% (worldsteel, Short Range Outlook, 12 October 2026). Global demand is now seen flat in 2026 at 1,722 Mt.
Flat demand is not, on its own, a sourcing problem. Flat demand meeting thinner supply is. In the same week, Acciaierie d’Italia suspended production at the hot rolling mill of its Taranto plant, with the Genoa and Novi Ligure plants that roll Taranto coil due to stop by 15 November (GMK Center, 13 October). For a steel coil supplier, those two facts pull in opposite directions.
The problem: demand flat, supply narrower
Demand is flat, and Europe was revised down
Outside China, steel demand still grows by 1.5% this year and accelerates to 4.0% in 2027. The United States is forecast to grow 2.0% in 2026 and about 1.5% in 2027. The EU is the weak point: worldsteel attributes a better-than-expected 2025 partly to stock building ahead of CBAM, describes the construction recovery as “slower and more fragmented”, and notes that automotive “continues to drag”.
Supply is coming off line, not on
Italy is where the withdrawal is sharpest. Acciaierie d’Italia halted Taranto’s hot rolling mill at the end of last week. The blast furnaces sit on standby pending a Court of Cassation ruling expected on 20 October; if it goes against the company, the hot zone is permanently halted on 24 October, “with no possibility” of resumption (GMK Center, 13 October). Metinvest’s Ferriera Valsider mill is still working back from a late-August force majeure, leaving Arvedi as Italy’s only active domestic producer of hot rolled coil (HRC).
Prices are stable because demand is not there to lift them
Fastmarkets assessed its daily HRC index for domestic, ex-works Northern Europe at €741.67/t on 12 October, unchanged from 9 October and down €0.21/t week on week; Italy stood at €740/t, down €2.50/t. Downstream there is no engine to lift it: Assofermet Acciai reported Italian carbon flat steel service centre sales down by an average of 15%, and by more than 20% in some cases (SteelOrbis via EUROMETAL, 13 October). Trasteel’s chief executive told Platts the CBAM bill for steel products could reach €5 billion a year (GMK Center, 12 October).
The solution: buy to specification, not to the price tick
When supply is thin and demand is flat, buyer leverage shifts from price negotiation to specification discipline — ordering a grade the mill can actually roll, document and ship. That is where a China steel supplier with a broad mill network adds value.
Cold rolled and coated coil
- Cold rolled steel coil — for switchgear cabinets, appliance and refrigeration panels, and steel furniture. Commercial grades such as SPCC/DC01 are commonly supplied at 0.3–3.0 mm, with tighter thickness tolerance and a cleaner surface than HRC. See the cold rolled steel sheet and coil category and the cold rolled steel coil page.
- Galvanized steel coil — for outdoor housings, air-conditioning parts and architectural panels; commonly supplied as DX51D+Z with coatings around Z120–Z275 g/m², subject to mill availability. See the galvanized category and the galvanized steel coil page.
- Prepainted steel coil — for cladding, roofing, appliance skins and steel furniture. Trasteel named PPGI as a product where shortages will be met by running existing lines harder rather than by new capacity. See the prepainted galvanized steel page.
Hot rolled coil and heavy plate
- Hot rolled coil (HRC) — for structural frames, tankage shells and general fabrication. Structural grades such as S235JR/S355JR and Q235B/Q345B are commonly supplied, subject to mill availability. See the hot rolled coil and sheet category.
- Medium and heavy steel plate — base plates, gussets, crane and excavator structures and tank shells, where the application sets the grade. See the medium and heavy plate category.
- Steel plate cutting parts — plate cut to drawing, including bevel and CNC profiling, removes a fabrication step — useful when shop capacity, not material price, is the bottleneck. See the steel plate cutting parts category and the plate cut to drawing page.
Electrical steel for the grid build-out
Note where worldsteel expects the 2027 recovery to come from: infrastructure and defence spending, the energy transition and rail — transformers, motors and generators. For that demand the specification that matters is magnetic, not structural. CRGO electrical steel remains the material for power and distribution transformer cores, while non-oriented grades cover motors. See the electrical steel category and the CRGO electrical steel page.
The exporter’s view: three judgements from the shop floor
1. Documentation is now the constraint, not the price. Since 1 October, imported steel products entering the EU carry a mandatory melt-and-pour documentation requirement (Assofermet via SteelOrbis, 13 October). A quote that cannot state the melt and pour route and supply mill test certificates with matching heat numbers is not a usable quote. Ask for the documentation set at the enquiry stage, not at the port.
2. Book the tonnage before you argue about the price. With deals reported at €740–750/t for 2,000–3,000 t and some northern mills describing their fourth-quarter books as close to full, a €5/t concession on material that arrives in January is not a saving. Establish what the mill can roll and when it can ship, then negotiate the number.
3. Qualify the second source while the first one is still working. Capacity decisions are taken by courts, regulators and owners rather than by buyers. The files that move fastest when a window opens already hold a qualified alternative — a named mill, an agreed grade, a documented inspection standard. Everything we quote is a commonly supplied item and remains subject to mill availability.
Getting the specification right
If you are planning fourth-quarter or first-quarter tonnage in cold rolled, galvanized, prepainted, hot rolled or heavy plate, send us the grade, thickness, width, quantity and end application; we will come back with what is rollable and what the documentation package contains. Our product list sets out the full range, our company profile covers our mills and quality arrangements, and enquiries can be sent through the contact page.
